Insurance and representation: Why do some democracies redistribute more than others?
نویسنده
چکیده
We provide an political-institutional explanation for the enormous variance in the extent to which democratic governments redistributes income from rich to poor. In addition to the number of veto points, which has been emphasized in the existing literature, we show the importance of the skill system and of the electoral system. The nature of skills is important because it determines the demand for insurance, which leads to an ex post reduction in inequality, while the electoral system is important because it shapes the class-party alliances that are likely to form when there are more than two parties and policies are multi-dimensional. We test our argument on panel data for poverty reduction in 14 OECD countries. Prepared for presentation at the 2002 Annual Meetings of the American Political Science Association, Sheraton and Marriott Hotels, Boston, August 29 September 2, 2002.

Electoral Institutions and the Politics of Coalitions: Why Some Democracies Redistribute More Than Others
Standard political economy models of redistribution, notably that of Meltzer and Richard (1981), fail to account for the remarkable variance in government redistribution across democracies. We develop a general model of redistribution that explains why some democratic governments are more prone to redistribute than others. We show that the electoral system plays a key role because it shapes the...

We show that the electoral system plays a key role because it shapes the composition of governing coalitions, whether these are conceived as electoral alliances between classes or alliances between class parties. Our argument implies a) that center-left...

“Cleavage-voting” – the extent to which voters’ membership in stable social groups leads them to choose parties that are politically aligned with those groups – seems to have experienced a significant decline in Western democracies, which has been generically linked to several consequences of social modernization. However, this emphasis on the search for general trends has left a blind-spot in ...

Organophosphate (OP) compounds are frequently used agorchemicals for deliberate self-harm in some parts of the world resulting in high mortality and morbidity. Pralidoxime (2PAM) is the most widely used and trialed oxime for treatment of OP poisoning. There have been variations over the results of trials using 2PAM for OP poisoning. 2PAM therapy has led to favorable outcomes in some studies, wh...
متن کاملElection Campaigns as Information Campaigns: Who Learns What and with What Effect?
During election campaigns political parties compete to inform voters about their leaders, the issues, and where they stand on these issues. In that sense, election campaigns can be viewed as a particular kind of information campaign. Democratic theory supposes that participatory democracies are better served by an informed electorate rather than an uninformed one. But do all voters make equal i...
